Very Simple: the Site Drops ICMP Packets because of a firewall rule.
It is a ridiculously simple job to shut off TCP Port 135 on a Linux Router to simply not respond to an ICMP Ping. Hell, I even have my router is set to ignore pings.
Not too awake this morning I guess.
