Windows Installer issues Win2K sbserver

I'm trying to help a friend of mine, but I also ran out of options .

They have a Windows 2000 small business server at work with the following problem they can't (re)install/remove any programs anymore it always gives the following error: "windows installer service could not be accessed". Event viewer gives the following error: "event 1015: Failed to connect to server. Error: 0x80070424"

Also the windows installer service isn't viewable in the services console (services.msc). They tried reinstalling windows installer 3.1 several times but that installer just hangs .

They tried several KB from microsoft but with no success. Anyone any suggestions on repairing a corrupt windos installer environment?

what service pack are they running?

Server is running with SP4, incl all security updates etc.

He already tried all those methods . They will try http://www.appdeploy.com/faq/detail.asp?id=77 next weekend (they can't restart server atm).

They managed to fix the problem .
