What you did wrong is that you pointed it to c:\mga when win98 asked for drivers. Matrox cards never use the standard windows autodetect hardware and point me to the driver directory. They always use the "setup" program.
Use the uninstaller and bring it up in win98 with the vga driver. Then run the "setup" program that you unzipped to the c:\mga folder. On the next bootup, it should have the g400 drivers without having to tell it anything.
