I spent a good chunk of time pasting parts of my UnrealTournament.ini file to reply to that thread and when I hit Submit, it disappeared!! I was wondering what happened...
My rig: P4 3.0GHz; Asus P4C800E; 1GB DDR 3200; AIW Radeon 9800 Pro; WD 120GB SATA; Plextor DVD burner; Liteon DVD reader; Audigy 2ZS; Logitech Z560 4.1; NEC FE991SB

Below are parts from my UnrealTournament.ini file that you may find useful as a place to start. Everyone's preferences are different, so feel free to experiment. My system is similar to yours expect I haven't overclocked anything (yet).

I would consider my settings to be medium (or better) for visual quality and I get about 30 - 35 FPS depending on the map (indoor is better than large outdoor areas).
