calling collect from Spain to Canada?

My brother is currently in Spain, doing the eurorail thing. He just discovered a problem with using his bank card there, and is running out of cash. He needs to call the bank collect, but nobody knows how to actually do that. from spain, what would be the procedure to call collect?

I have him on messenger now, where he is keeping me updated.
