I would recommend saying in the way that will get the least number of funny looks in the region you're currently in. In NA, you'd be wise to call it (the network version or the tool version) a ROW-ter, or many people would be confused.

While I pronounce 'route' like 'root', 'router' is definitely going to be 'row-ter', but not like 'row'. So maybe that should be like 'rou-ter' then...

If you are talking about the piece of networking equipment the American-Engrish pronunciation is: rau-ter (r-ow (as in getting hurt and saying "OW!")-ter)
Say it any other way to a network or It guy and you'll get funny looks.

In the USA and Canada, if you work in IT, it's a r-OW!-ter. Period. Full stop. Anyone whose location tag says USA who says they pronounce it "Rooter" is probably the same kind of person who insists that Quahog is pronounced some way OTHER than "ko-hogg", or who insists on saying "GIF" as "Jiff" instead of "Giff". (G)raphics (I)nterchange (F)ormat. Guh... Ihh... FFF. GIF. These people get laughed at by people who know technology.
Now, the pronunciation of router is ironic, because the same group of people, myself included, pronounce route - as in the route you take to get somewhere, "root". However, someone who "routes" people or things from one place to another? "R-ow!-ter". One of the eccentricities of American Engrish for you!
