    The danger of escalation is high. If a particular head of state were targeted (drug lord, despot, etc.) absent a formally declared state of war, then ALL heads of state are open targets. Hell, they already are. But it's almost guaranteed you'd see more and more assassinations and more audacious plots then in a Clancey novel. God only knows what's going on behind the scenes right now.

    If nations all start sending out hit squads to take down this leader or that, then the hit squads will be needed to end the war they started!

    Anyway, didn't Nietzsche have some advice about battling monsters?

      So you have a drug lord sitting in no man's land, surrounded by his troops. You claim that we either open war on him and his troops, killing EVERYONE or we try to arrest him and bring him to trial whatever the cost or risks are.
      I say, if you can make your way to him, kill him and make your exit quicker, shorter and less painful on your budget.
      Use the costly transportation, trial and the money you'd have to pay to the families of your casualties to help the sick and under privileged.

      Do you have any doubt about Bin Laden, Hassan Nasralla and other terrorist leaders deserving one between the eyes or your so called morals claim they still might be innocent?

      Rinse and repeat.
