Thanks to Robert W. Saint John on the Ligos forum for this info;
One problem using VCD files produced by GoMotion equipped software appears when you use them with Adaptec's Easy CD Creator. The playback stutters and generally screws up.
The problem is the pack size. The VCD standard calls for a pack size of 2324 bytes. Ligos's GoMotion MPEG encoder uses a pack size of 2048 bytes for its VCD preset.
Most VCD burning software corrects the pack size if necessary and the resultant disk is properly constructed. Adaptec's Easy CD Creator DOES NOT correct it and then, apparently because of the pack size, it places the VCD MPEG file in the Segment folder of the VCD instead of the MPEGAV folder where it belongs.
This isn't really a problem if you burn the CD with NERO as it corrects the pack size if necessary and as a result it burns a properly layed out VCD.
If the GoMotion files are re-muxed in another program using proper VCD presets the pack size is often fixed and the disk has proper construction when burned by Adaptec.
Now for my 2ยข worth;
Ulead is aware of the problem and is pursuing it with Ligos. Other GoMotion equipped editors are likewise affected so it isn't just a Ulead issue. What would also be nice is if Adaptec would provide NERO-like support for repacking non-compliant MPEG's.
Since the Ligos Premiere plugin also works in FlaskMPEG and does produce the proper pack size it too becomes a viable option if you have access to it.
