Newtek of Video Toaster fame is coming out with a new encoder: Vidget.
This program is supposed to encode MPEG-1, MPEG-2, Quicktime and *.avi. It supports NTSC, PAL, 16:9, HDTV MPEG-2 with either field or progressive encoding and has many other high end features.
Vidget integrates into the Explorer interface as a "Convert to..." selection into the context menu. It also provides image conversion features for most of the popular formats.
