TMPEnc question - How to squeeze to 640x480?

I would like to compress my progressive DV video from 720x480 to 640x480 using TMPEnc. When I put in values of 640x480 I'm left with black border at the top and bottom of the screen. I want to actually resize the 7x4 to 6x4. Is there a way to do that? Normally I'd use Virtual Dub's resize feature and frame serve TMPEnc but VD won't handle DV format video.
