Yes, lock to one screen, BUT: only up to certain degree!
Thing is, I'm used to think about the scrollbar (in web browser for example) as an "inifinetelly" large UI element, one that does not require aiming in horizontal directon. Obviously that does not work when on the right side of given scrollbar there's another monitor...
So, is there something that will "delay" the jump of mouse pointer to another monitor? So that mouse pointer jumps not immediatelly, but only when the movenet of mouse is suffieciently large?
