There are some rumours about Microsoft killing Windows RT.
Most likely they'll scale up Windows Phone to cover tablets too, the same way Apple and Google do for their mobile device operating systems. Frankly it's rather surprising they decided to differentiate between the two in the first place...
maybe adding a touch interface (tifka Metro) to Windows desktop and recompiling it for ARM was easier than extending Windows Phone to include tablets? Who knows...
