Parhelia FPS in FS2004

Hi

Just got my new computer this week:

* Athlon 64 3200+
* 1 GB PC3200 400 Ram
* ASUS K8V Deluxe SE motherboard
* Parhelia 128 MB AGPx8

When using the Apptimizer settings and flying in clear weather over the heavy scenery in Manhattan I get these results:

* 3072x768 - aprox 10 FPS
* 2400x600 - aprox 15 FPS

Is this normal ? - Shouldn´t I be closer to the 20 frames that the game is locked at ?
