UN resolution close - "big 5" reach agreement...

Just one security council resolution will be passed instead of Frances original proposal of two (one for condemnation and one for military action).

All that will be required if Iraq defaults on inspections will be "consultation" with the 5 permanent members of the Security Council.

Also: the US is free to build a coalition outside of the UN in order to implement the military option.
