    God knows there were bureaucratic problems getting the relief started, but this certainly doesn't help;

    Red Cross bureaucracy....

    Also, the mayor of NO said before the hurricane hit that (as per the existing city hurricane plan) the city would be using its busses, including school busses, to evacuate people.

    Problem: they were never deployed

    Not to mention that the Governor of Louisiana waited until far too late to activate the National Guard units at his disposal.

    Given that the primary responsibility for disaster response belongs to the local goverments IMO some housecleaning is in order....

    Then there were the gangsta's who thought they could take over in the absense of normal authroties;



    Guess they found out otherwise. This problem is why a lot of civilian efforts were slow getting started. Now that the US Army and National Guard are there in force (30,000 plus the Navy has "landed") this crap will stop cold.
