The delayed release of The Flash DVD series was caused by a lawsuit filed a few years ago over the creative rights to the later versions of the "Silver Age" Flash character.
Seems the lawsuit is settled so it looks like The Flach movie is back on track. It was set for release in 2006 before the unpleasantries started. RottenTomatos says this;

IMO CBS had a winner, but screwed the pooch because they also had the MLB baseball playoff contract. As a result The Flash, and much of the rest of their new fall lineup that year, failed because of scheduling inconsistancies. The head of CBS even wrote John Wesley Shipp and appologized for not properly handling The Flash.
