Basically, the power company uses plugged-in EV's batteries to help load balance the power grid. In return you get paid for the service with the cars computer and smart meters keeping tabs on things. Your bill would be the difference.
Same thing could be applied to homes with PV + battery or wind + battery power systems.
One company involved is PJM Interconnections. They handle power for 13 states and Washington, DC.
