The California Legislature is considering a bill that, if passed, would allow the desperately poor state to research the use of electronic license plates. The electric plates would look normal while the car is in motion, but would flash advertisements any time the car is stopped for more than four seconds. The bill’s sponsor, Sen. Curren Price said, “We’re just trying to find creative ways of generating additional revenues.â€
