
The question has arisen; could SNC Dream Chaser spaceplanes be sold to the European Space Agency for launch on Arieane? Or any other country not on the restricted destination list?
US export control laws (ITAR) govern this, and in many cases presents barriers. That said; going through the ITAR lists Dream Chaser does not seem fit into its restrictions, at least not without some bending.
Dream Chaser is not a capsule, so its tech couldn't be transferred to a nuke warhead, and it's hybrid engine does not fall into ITAR's rocket engine definitions. The only part that might apply is if the Dream Chaser uses restricted materials in its heat shield. Basically, ITAR was not designed with something like Dream Chaser in mind.
Could be if someone wants to start a manned program...
