Sub Station Alpha is a nice one - It's mostly meant for overlay work, but if you activate your TV-out option and set the background of your text in SubStationalpha to r=0,g~48,b=0, it should work.

You could try Cayman graphics Power CG.
www.caymangraphics.com. You can download a tryout version. I use it as a plugin for MSPRO for titling.
