    How do you ADJUST to a framerate and not force one?

    I was wondering if there was a way in VirtualDub to ADJUST the framerate of a file. I would like to change the framerate of a file that is at 29.970 to 21 fps but WITHOUT desyncing the audio and video. If VirtualDub can't do it is there any other program that can?

    If you have Ulead 5.2, you can change the framerate by clicking on "file" -> "convert" -> "frame rate".
    Select the avi you want to convert then choose the desired frame rate.
