    WinonCD Doesn't install VCD Editor

    I'm having trouble installing WinonCD 3.8PE. For some reason, everything installs correctly except for the VCD editor portion -- which doesn't install at ALL. There's not even a video tab showing. Does anyone know how to solve this ? This is a full version (not OEM).
