problems with premiere 5.1

When im trying to capture a clip from my camera the program (premiere 5.1) says...
"A valid frame rate for pal or secam video is from 1 to 25"
then it says...
"Capture hardware may have an IRQ or other conflict"
any simple configurations to get rid of this problem? whats IRQ?
i've got a marvel G400 capture card..

Is the card capturing OK from PC-VCR and have you successfully run Quick-Connect ?

Im having trouble with the PC-VCR, cant get any picture on the tv. The quick-connect was no problem.
