how to obtain smooth 25fps from 12.5fps?

Is there any possibility to transform progressive 12.5fps into smooth 25fps? How can I do? Can I use the MPEG2 capability to rebuild the B-frames? How? Can I use some form of time interpolation?What can I do if the 12.5fps is interlaced, perheaps is simpler? Thanks to all

I tried motionperfect demo but the result wasn't so good. I'm finding the method to use the MPEG2 motion prediction to rebuild the missing frames. Thanks
