Movie Capture Software

I'm not sure if it exists at all. I'm looking for a movie (mpg-2) capture groggie that allows
you to mask off the bottom part of a 61:9, to hide the sub titles, in real time capture.

well I think you can do that with virtualdub using a cropping filter, but its a bit basic and you have to sort out your own codecs etc...
