Nero on multi-user W2k PC

The docs say to set burn rights in the file->preferences->security tab.
But, there is no "security" tab.
As it is right now, anyone who want's to burn a cd needs to be logged in as administrator!
I just went to W2k, am I looking in the wrong place?

I've got the same problem with WinXP Pro & Nero 5.5.8.0. Administrator rights are required to burn a CD. And no "security" tab here either.
