could matrox implement fullstream with a driver update?

i was thinking about ati's fullstream technology and it appears that they pump a low quality mpeg through the t&l unit to improve image quality, could such a technique be implemented merely by writing drivers to do this as i cant see why it would be programmed into the hardware in any way as its just making use of hardware which is already present?

It doesn't put the video through T&L, but, rather, pixel shader effects. I'm not sure the Parhelia could do it....
