We can't pay until we physically receive an item.
So, out of curiosity, I asked Donna, our purchasing clerk.
It works like this:
We pay about two weeks after we receive the item or the invoice, whichever happens last.
This delay is primarily due to having to have the payment approved at a formal meeting of the Board of County Commissioners.
One week to get it on the agenda, and then the meetings happen once a week.

So, in our case there is no danger of them having to wait even 30 days.
But I doubt we are typical.

And on the flip-side we have NewEgg who seems to ship product at warp 9. There times we get things so fast it's almost like they shipped it before the order

That alone is one of the reasons I use them as much as I do. I think I've had one 'bad' shipping experience from them and that was just because it was the holiday season.
