Where can I get a program that will do a low lvl format on my HDD?

I haven't used spinrite in 10 years but I'll bet it fits what you need.
It used to be popular for changing the sector interleave in pre-ide drives.
Also, if you are a programmer, check out his windows program shell written in ASM.

Well I used SteveC's idea and made a small partition over the as yet unusable part of the hdd. I now have a 1 gig c drive and a 6.5 gig e drive with d being the bad part. This will do until I can scrape together 90 bucks for SpinRite. What's more, it pleases me to say that this message came off my up and running laptop. Thanks ever so much to everyone who took the time to help me out.

Why don't you just delete the D drive partition now? You still won't be using that area of the drive, and then your e: will become d:, and you don't have to remember not to use you current dodgy d: (also incase windows decides it wants to stick some files on there)

Aye, that was the original plan, but then I figured I might as well keep the D drive around at least untill I can get ahold of a copy of SpinRite and try to repair it.
