You don't have to do anything to enable it. It's part of the drivers. There should be an option in the video section of the game to choose what video mode to use. I don't have that one, so I'm not sure where exactly in the game it would be...

I believe the hardware acceleration is enabled only in 16 and 32 bit modes. 24 bits is strictly software.
