Tv connector w/G400 S/H ?

Nope - the tv connector only works with the 2nd vga out. (AFAIK)

Are you suppose to get this with a G400 S/H? OEM.

singlehead cards do not support tv out except with the add-on matrox is coming out with at a later date.
