Win2k TV Out Not working w/ G400DH

I just tried for the first time since i started using Win2k (like a month now) to try using the dual head clone and use the 2nd out as a TV out like i always have in win98. Alas, nothing. I turn it on in the control panel, go through the "Click okay in 15 seconds" thing, and then i go back into the control panel and its off...

I need some help here
