Assuming that the matrox_tweak_utility is the old overclocking util:

get the MTSTU that you can download from matrox' website. In the Direct3D tab you can disable V-Sync.

TDB,here is a copy of 6.21 release notes
        Description of release
        Supports Win9x and WinME only.
        ICD included.
        TurboGL not supported.
        Overclocker not supported.

the last line refers to the matrox o/clocking tweak utility.
like dZeus said, the matrox mtstu300 utility (available from http://www.matrox.com/mga/support/dr.../ftp_util2.cfm ) will allow you to disable v sync
