How do I know what's the current BIOS of my 32MB G400DH?

Go to your display properties>settings>advanced>information

It means your BIOS is version 1.3-20
Thats an older version.
The 2.07 package is a unified package, covering a number of different cards. 2.07 is NOT the BIOS version, but rather the package version.
The 2.07 package contains G400 BIOS version 2.1-35.
