I know! Find someone who is pouring a new concrete step and ask them if they'd like some "fill." Destroyed monitor with toxic components is neatly encapsulated for as long as the concrete remains intact. Maybe write in the fresh cement: "Warning! Do not break open this step!" THAT should bring the police and their jackhammers in a hurry! (videotape that and post it on MURC, too!)
