      I'm not do sure its the helmet thats the problem - at least she has a hat sitting on her head.

      To me it looks more like the problem is the fact that her jacket isn't buttoned, and I am willing to bet the cop is worried because of the damage the free floating mammaries may inflect on the unprotected back of the poor driver in front...

          He's using it as a mascot - ala Rolls Royce - if you look closely, you will see the oncoming traffic already starting to swerve because they can see the guy has a pretty well used "truncheon" slapped somewhere on the bike's tank.

          Thinking about it, he is most likely also not pulling the guy over either - he is signalling his intention to park at the roadside and quickly give his "truncheon" a quick "boning"
