Just off the top of my head, I'd like to see some further enhancements to the law.
Prosicution of the companies that use spammers and, where those companies and spammers are outside the 'net' in a country that has no anti-spam laws, pull the plug on that countries international gateways.

English doesn't borrow from other languages. It follows them down dark alleys, knocks them over, and goes through their pockets for loose grammar. -
