It may be that they decide every so often to increase the number of users, and hand out invites then. (it seems like there were no invites for a while, then everyone on MURC got some at the same time)

I've got practically no messages (only sent invites and notifications from gmail) and yet I was able to give invites in the moment I first logged in...
Better thing is - yesterday I sent 3 invites, 3 were left, but when I logged in today I have again 6 invites at my disposal
So I think its random...or perhaps based on geographic location? (so that every region of the world will get approximately the same number of invites per "online citizen")

Nowhere, the same thing happened to me. I had six, gave out two, and was back at six again the next day. I guess we're just special.
