Hartz IV is the name of a program in germany that significantly reduces welfare, in order to cut costs and to *ahem* encourage people to look harder for a job, take lesser/less well paid jobs further away.

Since Poland shares a border with germany, many poles worked here (both legally and illegally), for less than what a german would work for of course.

The text says "Hartz IV starts showing effect: German takes over pole job." ("Polenjob" in this case can either mean "A job for poles" (such as cleaning) or "A job done by a pole" - or both ).
