No, IMO Civ4 is the best in the series.

While I'm enjoying Civ4... there's a certain something about Civ2 that makes it one of my favorite games of all time.

However, Alpha Centauri bettered it in nearly every way. I wish they had done a Civ with the Alpha Centauri engine, Civ3 just didn't do much for me.
