Come to think of it, scanning containers is not enough. If someone wanted to nuke, say, NY harbor, just put that big fat dirty layercake bomb in the container and ship it here. Then get one of their suicidal wackos to blow it up by remote there at dockside. They could blow up the whole city that way.
