Well my dutch skills aren't that good but I think it says:
"In case of theft we almost always report it to the police"
("bijna" is the word added with a magic marker, meaning "almost")
Native dutch speakers, feel free to correct me if I'm mistaken
If a kid asks where rain comes from, I think a cute thing to tell him is "God is crying." And if he asks why God is crying, another cute thing to tell him is "Probably because of something you did." -
