Its a national non-geographic number (090...). We need that many digits to cope with all the area codes and then the huge number of devices within each area. People often change the grouping to aid recall buts basically 4 3 4 or 5 6 depending on the history and size of area. London is 0207 (inner) or 0208 (outer), 3 digits for the local exchange, 4 digits for the line. I remember when it was 01, then 081 then 0208.

Anyway, props to the british public for showing some taste for once!
