The movement is optional so that you can change the view of a particular room if you want to (assuming you own the floor )

According to the manufacturer's claims, they are cheaper to construct (they use prefabricated units) than traditional buildings. The first ones to be build (the Dubai one is scheduled for 2010) are going to be very luxurious and will be priced accordingly.

I would think running data/telecom cables and electrical wiring would be problematic.

You run them through the center spire and use hub like contacts.
