Industrial permitted time-weighted average levels of ozone vary, typically 0.05 ppm, which ain't a lot. If you can smell it, it is already too high for regular exposure. It oxidises mucous membranes, including the alveoli of the lungs. Ozone is formed by breaking down oxygen molecules in the air in a corona discharge:
