Effects and Layers anyone!

I have been trying to either recreate or capture a snow (NO SIGNAL) effect
of the TV set.
The PC will not capture anything at all if you try capturing, also I think
your VCR if you try taping snow will only display a black picture.
I want to use this in the same manner HBO, Cine Max etc. use them to create
a layer mix with titles and maybe some color over it.
Is there a way to make this happen.
Does any one out there know what I'm trying to achieve?
Anything will help.

Any tips for creating effects layers with MSP.

I'm very surprised that there aren't any training videos and CD Rom on using
MSP on teaching new tips.
I have found several books CD's and Video training material for Adobe
Premier.
Is MSP not as popular or important enough?

One of the many video filters that you can apply to a clip in MSP is "noise". I've used this on white and black color clips to produce that same "HBO" type of noise background that you're talking about.
