Premiere 5.1 Overlay Problem!

Hey just finished formating and re-installing win98se. I havn't added any new hardware or software but now my Iomega Buz won't let me use the overlay function when doing a movie capture in premiere 5.1. Never had this problem before! Please help!

Abit Bx6r.2 128Mb Corsair PC100
SB Live! Platinum PIII500
and G400DH nothing o/c in my system!
capture device is Iomega Buz.
