corupted output in tv-out

I have the following problem after installing the latest drivers:
After capturing video and playing back, I get a region at the top of my tv ( a few lines) that has white flashes. This apears only in tv-out, as the video window on the computer monitor is ok. If I pause it it become a green line.
This just started happenning after I installed the new drivers.
Does anybody know what this is?

I waited for the new vt's to fix the crashing in mediastuio so I could complete a video project, now I got this!

Also, to add to the above, my tv-out will only play back mjpeg videos. It used to output all video formats previously
