Audio Editing/Cleaning Program Recommendation?

What's a good freeware or cheap audio program that has good noise reduction features (hiss, pops, etc) and other tools that would be helpful in video editing?

I've downloaded GoldWave and used it a little bit, and it is probably what I need. I'd like some other opinions or recommendations first though. Guess I'm basically looking for the AVI_IO/VirtualDub for audio
