I have seen that review before. I still use the beta 12 version of TMPGEnc (Tsunami) and as indicated in the comments in this test, the results are better with this "old" version of Tsunami.

One encoder I did not see mentioned here is Panasonic. I still have a copy of that and it was my champion "poor man's" encoder until I discovered TMPGEnc and began messing with MPEG-2 and SVCD. The Panasonic encoder does crank out some darn good MPEG-1.
